适(shi)应新能源大规模发(fa)展、电力市场加快建设、电力系统峰谷特性变化(hua)(hua)等(deng)新(xin)形势新(xin)要求,持(chi)续深化(hua)(hua)电(dian)(dian)价市场(chang)化(hua)(hua)改革、充分发挥市场(chang)决(jue)定价格(ge)作用,形成有效的(de)(de)市场(chang)化(hua)(hua)分时电(dian)(dian)价信号。在保持(chi)销售电(dian)(dian)价总水平基(ji)本稳定的(de)(de)基(ji)础上(shang),进一步完善目录分时电(dian)(dian)价机(ji)制,更好引导用户削峰填谷(gu)、改善电(dian)力(li)供需状(zhuang)况、促进新(xin)能源(yuan)消纳(na),为构建(jian)以新(xin)能源(yuan)为主体的新(xin)型电(dian)力(li)系统(tong)、保障(zhang)电(dian)力(li)系统(tong)安全稳定(ding)经济运行提供支撑。
国家发展改革委关于进一步完善分时电价机制的通知 发改价格〔2021〕1093号 各省、自治区、直辖(xia)市发展改革(ge)委,国家电网(wang)有限(xian)(xian)公(gong)司、中国南(nan)方电网(wang)有限(xian)(xian)责(ze)任公(gong)司、内蒙(meng)古电力(集(ji)团(tuan))有限(xian)(xian)责(ze)任公(gong)司: 为(wei)贯彻落实(shi)党中央(yang)、国务(wu)院关于深化(hua)电价(jia)(jia)改革、完善电价(jia)(jia)形成机制的决策部(bu)署,充分(fen)发挥分(fen)时(shi)电价(jia)(jia)信号作用,服务(wu)以新(xin)能(neng)源为(wei)主体的新(xin)型(xing)电力(li)系(xi)统建(jian)设,促进能(neng)源绿色(se)低碳发展(zhan),现就进一步完善分(fen)时(shi)电价(jia)(jia)机制有关事项通知如下。 一(yi)、总体要(yao)求 适(shi)应新(xin)(xin)能(neng)源(yuan)大规模发(fa)展、电(dian)(dian)力市(shi)场(chang)加(jia)快建设、电(dian)(dian)力系统峰谷特性(xing)变化等(deng)新(xin)(xin)形(xing)(xing)势新(xin)(xin)要求,持(chi)续深化电(dian)(dian)价(jia)(jia)市(shi)场(chang)化改革、充分(fen)发(fa)挥(hui)市(shi)场(chang)决定(ding)价(jia)(jia)格作用,形(xing)(xing)成有效的(de)(de)市(shi)场(chang)化分(fen)时(shi)电(dian)(dian)价(jia)(jia)信号。在保持(chi)销售电(dian)(dian)价(jia)(jia)总水(shui)平基(ji)本稳(wen)定(ding)的(de)(de)基(ji)础上,进一步(bu)完善目录分(fen)时(shi)电(dian)(dian)价(jia)(jia)机制(zhi),更好引(yin)导(dao)用户(hu)削峰填谷、改善电(dian)(dian)力供需状况、促进新(xin)(xin)能(neng)源(yuan)消纳,为构(gou)建以新(xin)(xin)能(neng)源(yuan)为主体的(de)(de)新(xin)(xin)型(xing)电(dian)(dian)力系统、保障电(dian)(dian)力系统安全(quan)稳(wen)定(ding)经(jing)济运行(xing)提供支撑(cheng)。 二、优化分(fen)时电(dian)价机制 (一)完善峰谷电价机制。 1.科学划(hua)分(fen)峰谷时段(duan)(duan)。各地(di)要(yao)统筹考虑当地(di)电(dian)(dian)力供(gong)需状况、系统用(yong)电(dian)(dian)负荷(he)特(te)性、新能(neng)源(yuan)装机(ji)占比、系统调节(jie)能(neng)力等因素,将系统供(gong)需紧张、边际供(gong)电(dian)(dian)成本高(gao)的(de)时段(duan)(duan)确定(ding)为高(gao)峰时段(duan)(duan),引(yin)导用(yong)户节(jie)约用(yong)电(dian)(dian)、错(cuo)峰避峰;将系统供(gong)需宽松、边际供(gong)电(dian)(dian)成本低的(de)时段(duan)(duan)确定(ding)为低谷时段(duan)(duan),促进新能(neng)源(yuan)消纳(na)、引(yin)导用(yong)户调整(zheng)负荷(he)。可再生能(neng)源(yuan)发电(dian)(dian)装机(ji)比重高(gao)的(de)地(di)方,要(yao)充分(fen)考虑新能(neng)源(yuan)发电(dian)(dian)出(chu)力波动,以及净(jing)负荷(he)曲线变(bian)化特(te)性。 2.合理(li)确定(ding)峰(feng)谷(gu)电价价差。各地(di)(di)要统(tong)筹考虑(lv)当(dang)地(di)(di)电力系(xi)统(tong)峰(feng)谷(gu)差率(lv)、新能(neng)源装(zhuang)机占(zhan)比、系(xi)统(tong)调节能(neng)力等因素,合理(li)确定(ding)峰(feng)谷(gu)电价价差,上年或当(dang)年预计(ji)最(zui)大系(xi)统(tong)峰(feng)谷(gu)差率(lv)超(chao)过40%的地(di)(di)方,峰(feng)谷(gu)电价价差原(yuan)则上不低于4:1;其他地(di)(di)方原(yuan)则上不低于3:1。 (二(er))建立尖(jian)(jian)(jian)峰电(dian)价(jia)机制(zhi)。各(ge)地要结合实际情况在峰谷(gu)电(dian)价(jia)的(de)基础上推行尖(jian)(jian)(jian)峰电(dian)价(jia)机制(zhi)。尖(jian)(jian)(jian)峰时(shi)段(duan)根据(ju)前(qian)两(liang)年当地电(dian)力系统(tong)最高(gao)负荷95%及以(yi)上用电(dian)负荷出现的(de)时(shi)段(duan)合理确定,并考虑当年电(dian)力供需(xu)情况、天气变化等因素灵活调整;尖(jian)(jian)(jian)峰电(dian)价(jia)在峰段(duan)电(dian)价(jia)基础上上浮(fu)比例原则(ze)上不低于20%。热(re)电(dian)联产机组(zu)和可(ke)再生能(neng)源装机占比大、电(dian)力系统(tong)阶段(duan)性供大于求矛(mao)盾突出的(de)地方,可(ke)参(can)照(zhao)尖(jian)(jian)(jian)峰电(dian)价(jia)机制(zhi)建立深(shen)谷(gu)电(dian)价(jia)机制(zhi)。强化尖(jian)(jian)(jian)峰电(dian)价(jia)、深(shen)谷(gu)电(dian)价(jia)机制(zhi)与电(dian)力需(xu)求侧(ce)管理政策的(de)衔接协同,充分挖掘(jue)需(xu)求侧(ce)调节能(neng)力。 (三)健全(quan)季(ji)(ji)(ji)节性(xing)电(dian)价(jia)(jia)机(ji)制(zhi)(zhi)(zhi)。日(ri)内用电(dian)负荷或电(dian)力(li)供(gong)需关系具有(you)明显季(ji)(ji)(ji)节性(xing)差异(yi)的地(di)方,要进(jin)一(yi)(yi)步建立(li)健全(quan)季(ji)(ji)(ji)节性(xing)电(dian)价(jia)(jia)机(ji)制(zhi)(zhi)(zhi),分(fen)季(ji)(ji)(ji)节划分(fen)峰谷时(shi)段(duan),合理(li)设置季(ji)(ji)(ji)节性(xing)峰谷电(dian)价(jia)(jia)价(jia)(jia)差;水(shui)电(dian)等(deng)可再生能源(yuan)比重大的地(di)方,要统筹考虑风(feng)光水(shui)多(duo)能互补因素,进(jin)一(yi)(yi)步建立(li)健全(quan)丰(feng)枯电(dian)价(jia)(jia)机(ji)制(zhi)(zhi)(zhi),丰(feng)、枯时(shi)段(duan)应结合多(duo)年(nian)来水(shui)、风(feng)光出力(li)特性(xing)等(deng)情况合理(li)划分(fen),电(dian)价(jia)(jia)浮动比例(li)根据(ju)系统供(gong)需情况合理(li)设置。鼓励北方地(di)区研究(jiu)制(zhi)(zhi)(zhi)定季(ji)(ji)(ji)节性(xing)电(dian)采暖(nuan)电(dian)价(jia)(jia)政策,通过(guo)适当(dang)拉长低(di)谷时(shi)段(duan)、降低(di)谷段(duan)电(dian)价(jia)(jia)等(deng)方式,推动进(jin)一(yi)(yi)步降低(di)清(qing)洁(jie)取(qu)暖(nuan)用电(dian)成本,有(you)效保障居民冬季(ji)(ji)(ji)清(qing)洁(jie)取(qu)暖(nuan)需求。 三、强化分(fen)时电价(jia)机(ji)制(zhi)执行 (一)明确分(fen)(fen)时(shi)电(dian)(dian)价(jia)(jia)机制(zhi)执行(xing)(xing)范围。各地(di)要加快将分(fen)(fen)时(shi)电(dian)(dian)价(jia)(jia)机制(zhi)执行(xing)(xing)范围扩(kuo)大到(dao)除国家(jia)有专(zhuan)门规(gui)定(ding)(ding)的(de)(de)电(dian)(dian)气化铁路牵引用(yong)(yong)(yong)(yong)电(dian)(dian)外的(de)(de)执行(xing)(xing)工商业(ye)(ye)电(dian)(dian)价(jia)(jia)的(de)(de)电(dian)(dian)力用(yong)(yong)(yong)(yong)户;对部分(fen)(fen)不适(shi)宜错峰(feng)(feng)用(yong)(yong)(yong)(yong)电(dian)(dian)的(de)(de)一般工商业(ye)(ye)电(dian)(dian)力用(yong)(yong)(yong)(yong)户,可研究制(zhi)定(ding)(ding)平(ping)均电(dian)(dian)价(jia)(jia)(执行(xing)(xing)分(fen)(fen)时(shi)电(dian)(dian)价(jia)(jia)用(yong)(yong)(yong)(yong)户的(de)(de)平(ping)均用(yong)(yong)(yong)(yong)电(dian)(dian)价(jia)(jia)格),由用(yong)(yong)(yong)(yong)户自(zi)行(xing)(xing)选择(ze)执行(xing)(xing);不得自(zi)行(xing)(xing)暂停分(fen)(fen)时(shi)电(dian)(dian)价(jia)(jia)机制(zhi)执行(xing)(xing)或缩小执行(xing)(xing)范围,严(yan)禁以完(wan)善分(fen)(fen)时(shi)电(dian)(dian)价(jia)(jia)机制(zhi)为名变(bian)(bian)相实施优惠(hui)电(dian)(dian)价(jia)(jia)。鼓(gu)励工商业(ye)(ye)用(yong)(yong)(yong)(yong)户通(tong)过(guo)配置储能、开展(zhan)综合能源利用(yong)(yong)(yong)(yong)等方式降低(di)高(gao)峰(feng)(feng)时(shi)段用(yong)(yong)(yong)(yong)电(dian)(dian)负荷、增(zeng)加低(di)谷(gu)用(yong)(yong)(yong)(yong)电(dian)(dian)量,通(tong)过(guo)改(gai)变(bian)(bian)用(yong)(yong)(yong)(yong)电(dian)(dian)时(shi)段来(lai)降低(di)用(yong)(yong)(yong)(yong)电(dian)(dian)成(cheng)本(ben)。有条件的(de)(de)地(di)方,要按程序推广居(ju)民分(fen)(fen)时(shi)电(dian)(dian)价(jia)(jia)政(zheng)策,逐(zhu)步拉大峰(feng)(feng)谷(gu)电(dian)(dian)价(jia)(jia)价(jia)(jia)差。 (二)建(jian)立(li)分(fen)时(shi)电(dian)价(jia)(jia)动(dong)态调(diao)整机制。各地要(yao)根据当地电(dian)力系统用电(dian)负(fu)荷或净(jing)负(fu)荷特(te)性变化,参考电(dian)力现货市场(chang)分(fen)时(shi)电(dian)价(jia)(jia)信(xin)号,适时(shi)调(diao)整目录分(fen)时(shi)电(dian)价(jia)(jia)时(shi)段划分(fen)、浮动(dong)比例。电(dian)力现货市场(chang)运行(xing)的地方要(yao)完善市场(chang)交易规则,合理设(she)定限(xian)价(jia)(jia)标准,促进市场(chang)形成有(you)效的分(fen)时(shi)电(dian)价(jia)(jia)信(xin)号,为目录分(fen)时(shi)电(dian)价(jia)(jia)机制动(dong)态调(diao)整提(ti)供参考。 (三)完善(shan)市(shi)场化电(dian)(dian)力用(yong)(yong)(yong)户执(zhi)行方(fang)式。电(dian)(dian)力现货(huo)市(shi)场尚未(wei)(wei)运行的(de)地方(fang),要完善(shan)中长期市(shi)场交易规(gui)则(ze),指导市(shi)场主体签订中长期交易合(he)同(tong)时(shi)(shi)申(shen)报用(yong)(yong)(yong)电(dian)(dian)曲线、反映各时(shi)(shi)段价格,原则(ze)上峰谷电(dian)(dian)价价差不(bu)低于目(mu)录(lu)分(fen)时(shi)(shi)电(dian)(dian)价的(de)峰谷电(dian)(dian)价价差。市(shi)场交易合(he)同(tong)未(wei)(wei)申(shen)报用(yong)(yong)(yong)电(dian)(dian)曲线或(huo)未(wei)(wei)形(xing)成分(fen)时(shi)(shi)价格的(de),结算时(shi)(shi)购电(dian)(dian)价格应按目(mu)录(lu)分(fen)时(shi)(shi)电(dian)(dian)价机(ji)制规(gui)定(ding)的(de)峰谷时(shi)(shi)段及浮动比例执(zhi)行。 四、加(jia)强分时电价机制(zhi)实施保(bao)障 (一)精心组织实(shi)施。各(ge)地要充分(fen)认(ren)识(shi)进一步完善分(fen)时(shi)(shi)电价(jia)机(ji)制的重要性(xing)、紧迫性(xing)和复(fu)杂性(xing),在充分(fen)听(ting)取各(ge)方面意见(jian)建议基础上,结(jie)合当(dang)地实(shi)际,研(yan)究制定进一步完善分(fen)时(shi)(shi)电价(jia)机(ji)制的具(ju)体措施,有关(guan)落(luo)实(shi)情况请于2021年12月底前报我委。 (二)做好执(zhi)行评(ping)估。各地要(yao)密切(qie)跟踪当地电(dian)力系统(tong)峰(feng)谷特性变化,动态掌握分时(shi)(shi)电(dian)价(jia)(jia)机制(zhi)执(zhi)行情况,深入(ru)评(ping)估分时(shi)(shi)电(dian)价(jia)(jia)机制(zhi)执(zhi)行效(xiao)果,发现问题及(ji)时(shi)(shi)按程(cheng)序(xu)研究解决(jue)。电(dian)网(wang)企业要(yao)对分时(shi)(shi)电(dian)价(jia)(jia)收入(ru)情况单独归集、单独反映,产生(sheng)的盈亏在下一(yi)监(jian)管周期省级电(dian)网(wang)输(shu)配电(dian)价(jia)(jia)核(he)定时(shi)(shi)统(tong)筹考虑。 (三)强化宣(xuan)(xuan)传(chuan)引导。各地要采(cai)取(qu)(qu)多种形(xing)式全(quan)面准确(que)解读分时(shi)电(dian)价(jia)机制(zhi),宣(xuan)(xuan)传(chuan)分时(shi)电(dian)价(jia)机制(zhi)在保障(zhang)电(dian)力安全(quan)供应、促进新(xin)能源消纳、提升(sheng)系统(tong)运行效率等方(fang)面的重要作用,争取(qu)(qu)各方(fang)理(li)解支(zhi)持,加(jia)强舆情监(jian)测预警(jing),及(ji)时(shi)回应社会关切,确(que)保分时(shi)电(dian)价(jia)机制(zhi)平(ping)稳(wen)实施。
